I need to restore my iPhone 11 but all instructions tell me to "find" my phone on my computer, which is a PC and does not have my iTunes on it. How can I find my iPhone on a PC to restore it if I don't have iTunes?

Download itunes so you can do this If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

I have downloaded the iTunes app, but when I click on Devices my phone (which is on the Restore screen and cabled to my computer) does not show up and "Sync" and "Backup" are grayed-out. Where do I go from here?
Have a PC but no iTunes on it to restore disabled iPhone 11.
