screen on iPad pro keeps changing brightness when switched on

When I switch the iPad Pro on I get a random result sometimes a bright screen and sometimes a dark screen, it is annoying in an early morning when its dark and I switch on if the screen is at full brightness.

How to make it so when I switch on its the same brightness as when I left it.

Thanks for the info, I have now switched the right part off, I thought it was under display and brightness.
