Why not? What happens when you try? If you see an error, providing the exact text of that error would help a great deal.
What happens when you try? Are you opening the App Store, tapping on your icon in the upper right, and then Purchased/My Purchases?
It says open but the app was deleted
It was a free app
If it says Open it was not deleted. It is on your phone somewhere. If you can’t find it look in the App Library, where you can drag it back to a page of the Home screen.

I said the App Library, not the Apple Library. It is the last page of your Home screen. just keep scrolling right-to-left until you reach the end.
