New Apple id

I am trying to set up a new Apple ID for my 80 year old mother. She has a ipad2 refurbished and when I have put in all the info it asks me to contact you.

What does the error message say? If it says to contact Apple Support, try the links below.

Work through the screens to get an email or chat option.
