New Apple id

I am trying to set up a new Apple ID for my 80 year old mother. She has a ipad2 refurbished and when I have put in all the info it asks me to contact you.

Need a new Apple ID We inherited a phone from a dead relative. It has been restored To factory settings, but when we try to set up a new Apple ID it keeps just asking for the old info. What does the error message say? If it says to contact Apple Support, try the links below.

Apple Support Contact.

Work through the screens to get an email or chat option.

Apple Support by e-mail or chat.
