Wi-fi is extremely slow since upgrading to iOS 12.4.9

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

Two Thoughts:

A. Clear Temporary Internet Files:

If Safari is slow, try clearing out your Temporary Internet Files: History, Cache, and Cookies

B. Perhaps this is a Faulty Device?:

If the screen does not power on, then perhaps this is a faulty device. Do you have this covered under warranty? You have a one-year, out-of-the-box, limited warranty on this. So, contact Apple Support, seeing if they will service this.

• Ask to speak with the Apple Store Staff
• Proceed from there as necessary

Why the Wait:

Phone calls are taking a bit to go through at the moment, due do lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

A hard ( or soft ) reset is a low-level code reset of the iPad's firmware.

A. ”Why would temporary Internet files for Safari effect Neflix or the App Store?”

• Cookies perform remembrance of certain site-entered data
• Cache keeps a snapshot of the last time you visited a site
• If never cleared, at would be eating up a load of storage, which would make Network Settings intermingled with data
• If any other Web Browser is used, then clear it’s Temporary Internet Files as well

B. “Why would the device be faulty if it worked perfectly fine for years before the iOS update?”

• You mentioned nothing of it being “fine for years”
• If you’ve had it for years, then that would not apply (which is why I used the word “Perhaps”)
