iCloud photos not showing on iPhone 12, IOS 14.2.1.

I switch from iPhone XR to 12, and my photos from iCloud are not showing up after data transfer. I rest and transferred the data twice, turn on and off iCloud a few times, restarted it a few times with no luck. How can I get my photos to show on my new phone?

Use the same Apple ID that was on your old iPhone.

Photos still blank on new iph 12. Same user nane email etc as the old one. No go ! Pls advise. Ty
