Are you referring to an iPhone? If so what model phone and what iOS version (both are available in Settings > General > About)?
On an iPhone with the current iOS, the instructions don't include a "View Apple ID" step or "iTunes and App Store setting."
You need wi-fi (or connect with a cable to a computer than has an ethernet connection). See instructions in Update your iPhone, iPad, or iPod touch - Apple Support
Thanks. I have tried to use both informations but I can’t even access any option when I use “view Apple ID” on the iTunes and App Store setting, it’s totally blank

I've actually tried to update the iOS using my mobile data but it keeps requesting for wifi connection.. but I’ll give it a try again
