I have an Iphone 12 bought from an user in Singapore. The bought date is 07/11/2020.
However, when I tried to insert the sim, the activation lock appeared and could not activate the phone.
I have tried Singtel and M1 but none worked
I chatted with Jon - top senior advisor and he said my phone is locked with a Vietnamese carrier.
This is a very weird situation.
please give me some help with this.

You are going to have to contact this Vietnamese carrier and ask them if you qualify to have the iPhone unlocked. They are the only one that can unlock it. No one here can help you with that.

You stated that you got the information about the lock from an Apple Advisor. If you don't believe them, call back.
This is a user to user support forum and Apple does not participate here. We can only work with what you give us. Apple does not lock or unlock phones, only carriers do that. The fact of the matter is the iPhone is locked. If you cannot figure it out, then return it to the individual you purchased it from if they said it was unlocked and ask for a refund.
You said you purchased it from an individual, not from Apple. Who knows where and when they got it. Even if it was a store, if they are not an authorized Apple Reseller, they get their devices off the gray market, and it can come from anywhere.
Because if it is locked by a carrier in Singapore, I would not mind. However th product is from Singapore and locked by a Vietnam carrier. That becomes so weird to me. The model code for Vietnam is VN/A.

The model code is ZP/A ( singapore). The purchase date of the product on checkcoverage is 07/11/2020. At that time, Iphone 12 series have not been sold in Vietnam. Vietnam starts selling on 03/12
