It means if you click it the song/album will be downloaded to your computer.

Without deleting the song from the cloud, how do I reverse the action of clicking on the iCloud-arrow icon?
If you hover over the song in the list, you may see three dots. Click on them and choose "Remove Download".. It's been awhile since I've used High Sierra.
If you don't see three dots, right/control click on the song and chose "Remove Download".
