what does the icloud down arrow next to iTune down load mean?

It means if you click it the song/album will be downloaded to your computer.

If you hover over the song in the list, you may see three dots. Click on them and choose "Remove Download".. It's been awhile since I've used High Sierra.

If you don't see three dots, right/control click on the song and chose "Remove Download".
