I could not get into my email account. Deleted account and reinstalled it. Notes associated with those accounts are gone. Not in cloud that i can find. Thought when your phone is backed up and notes are selected, they should be somewhere. Any advice on how to recover?

Not if your notes were stored in iCloud as they are not considered a part of the backup. See the following -- Delete and recover notes on iCloud.com - Apple Support.
