Did you setup -- Set up and use iCloud Photos - Apple Support?

Can’t find my photos on my icloud Good evening last Saturday I went to the Apple Store to trade in my old I phone 7 plus for The XR. I had to buy more iCloud storage before I could transfer anything over to The XR. Well all my pictures have not downloaded into my phone. The last photos I have on my new phone are from February 14,2019, so far my pictures from February 15,2109 throughout June 29,2019 seem to be gone. Will I be able To get those photos back since I had everything downloaded into ICloud?

Lost iCloud Photos. Everything gone. Changed iPhones from 6 to 7. Yet my photos will not show up on my new iPhone. Tried all of the suggestions here, but still nothing. My photos do not show up on iCloud Photos online either.
