Cannot open Itunes on my PC

When attempting to open Itunes I get an error message "The folder itunes is on a locked disk or you do not have permission for this folder. My operating system is windows 10. I attempted to change permission but nothing changed. I uninstalled itunes and reinstalled with no change after restarting. I attempted to do a previous version from a month ago and still no change. Attempted to start itunes in safe mode but in the attempt I get the same error message. Any suggestions?

See Repair security permissions for iTunes for Windows - Apple Community. It may well be that you only need to repair the permissions for iTunes to be able to open the existing library. Alternatively you may need to use the shift-start-method to access the correct .itl file, however you're still going to need to fix permissions as you should be able to move and/or rename files in your iTunes folder.

Thank you very much for your prompt reply. I thought your answer would solve my problem however, when I attempted to change the iTunes Library file to corrupt a box came up that said "you will need to provide administrator permission to rename this file". When I clicked continue the prompt said "you require permission from DESKTOP-GDR3HQK\Mike to make changes to this file". I then went into properties security and attempted to edit I was not able to make any changes. There are 3 items to choose from: System, Mike DESKTOP-GDR3HQK\Mike and Administrators (DESKTOP-GDR3HQK\) Administrators. All have the allow boxes checked (full control to write) but are all grayed out so when I attempt to edit nothing changes. When I click on edit the add and remove buttons are also grayed. I also attempted to use the advanced button but although I was able to click on change but again everything is grayed. The owner is Mike DESKTOP-GDR3HQK\Mike. Any suggestions.
