How do I make a Playlist that only plays the songs with the least amount of plays?

I want to create a Smart Playlist that first shuffle-plays the songs with the least amount of plays (usually zero.) After all those songs have been shuffle-played, I want the Playlist to shuffle-play the songs with one play, et cetera.

Is this possible? If so, what settings should the Playlist have?

Rotating Random Playlist I am trying to get a randomly rotating playlist of loved songs. I have many songs in my library, but sometimes I just want to go straight to my favorites. I created a smart playlist with the instructions for loved songs and checked the box for 25 random songs. I was hoping that it would randomly pick 25 songs each time I opened the playlist, but this isn't so. It is the same playlist every time I open Music. Does anyone have any idea how to accomplish this? Thanks.

Apple Music Smart Playlist Creation Problem Goal: Create a smart playlist which has songs from multiple playlists. Scenario: As per the above screenshot, if I select multiple playlists as a source to create a smart playlist then the created playlist does not contain any songs. However, when only one playlist is selected then the smart playlist has all the songs from that playlist. Desired behaviour: When multiple playlists are selected as per the rules in screenshot, the generated smart playlist should contain the songs from all the playlist.

Something like Artist is not <blank> (which will normally match everything) followed by Limit to <number> items selected by least often played.
