Apple TV+ is a subscription service provided by Apple. It allows you to view Apple's original content. YouTube Premium is a subscription service provided by YouTube (Google/Alphabet). It's as if you were asking why you have to pay for HBO if you're already paying for Showtime. Paying for one does not get you the other.

This link takes you to the YouTube Help site. You can ask them questions. They did change their terms of service this past November, which could explain if something changed.
