We understand that your music isn't syncing fully across your devices. Do you subscribe to Apple Music? If so, check out the following:


Access your music library on all your devices - Apple Support


Additionally, for your PC, be sure to authorize the Apple ID that made the initial buys in order to access your purchases:


Authorize or deauthorize your computer for iTunes Store purchases - Apple Support
