My icloud account will not select photos, why?

I cannot get my photos on icloud. Under the preferences tabs photos has an empty box and when I check it nothing happens except a brief "checking library spinning arrows" then the box remains unselected.

MacBook Pro 13″, macOS 10.15

If the issue persists, restart your Mac, and try enabling it again: Log out, sleep, wake, restart, or shut down your Mac
