Mouse hover doesn't work

I am using: mad catz rat3 wired mouse. It works fine on windows computers, but it has a problem with mac computers. I tried on macbook pro 2008, macbook air 2012 and the newest mac mini.

Whenever I hover over something, it's like the os doesn't detect that the mouse is moving.

I attached a video of what I mean. However, the problem disappears if I hold left click while hovering.
