How do I force Photos to Optimize Photos with iCloud?

My Photos library is 150GB on both my Air and in iCloud Drive. How do I force the optimize feature. I have no space left, but the size never changes. I am unable to install Big Sur, because of only having 9GB of space.

Is there a way to force Photos to optimize? Hi, My situation is that I have full res photos in my system library and they're taking up more space than I anticipated. No problem I think, I just change the preference to keep optimized photos rather than the full res versions. Unfortunately, while I think they take up too much space, Apple apparently disagrees as it has not optimized anything. Is there any way I can force optimization to happen? I'm soon going to encounter a similar issue with iCloud-based documents, but I realize that'll be another thread for a different community. :) Thanks for any thoughts/suggestions.

Why more GB used on iCloud Photos than on local Macbook Photos library I have an older Macbook 10.13.6. It has optimized storage enabled, iCloud is enabled on my Macbook, iPhone and iPad. But I'm unclear why my iCloud Photos take up 80GB of space but my Macbook Photos Library only shows 26GB of space. It seems like all my photos aren't in my Photos Library.
