My Apple Account Has Been Disabled

I found a purchase that I did not authorize, so I contacted my bank for a refund which I received. After I did that my ITunes account was disabled, this means that I can not update apps I own, purchase new apps or music, and/or utilize other features linked to my account. How do I fix this without paying the $99.99 that was refunded?
