Personal Hotspot
My phone appears as a personal hotspot even when the hotspot feature is off. I want this turned off because it doesn’t feel like my phone is protected. How do I do turn it off?

It should only appear as a hotspot, when it is OFF, to devices that are yours and signed on with the same Apple ID. If you have Family Sharing enabled then those in the family can have access to it but NOT without your approval. Nobody else can view it when it is set to OFF. Your iPhone is Safe.
