Verifying iPhone restore with Apple in itunes

I have seen this post on other threads and believe this is a software problem at apples end. Have a bricked iPhone and entering restore mode, followed all apples suggestions and nothing. iTunes always fails at the ‘verifying iPhone restore with Apple’. It sits at the step a very long time then always errors out with error 9. I’ve tried on windows and Mac. Always fails at the verifying step. Any ideas beyond the standard help of apples pages?
