Help my phone does not work with wifi

Hi! So my iphone XR says it is connected to the wifi in settings but itis actually not and the wifi sign does not show at the top. My data only loads some apps but not all. I tried resetting everything and I erased it and then restored it. I also tried restoring it on my old iphone 7 and I have the same problem. The iphone 7 works with my dad so now I do not think there is a problem with the device. What should I do?
