using the cell number that comes with my iPad
my i pad comes with a cellular number, ATT is trying to send a text to that number and not my phone number. How can I add the iPad phone number so i can receive texts sent to it

You cannot. The cellular telephone number assigned to a WiFi+cellular iPad is for the carriers internal billing system only. It is not a number useable by the iPad as the iPad has no cellular telephone voice capabilities.
