I'm trying to attach a picture raw image file to an email. The file is 12.5mb, so within the limit t send an email. Everytime I attach it to an email it compresses it to 515kb, even though I have actual size selected. How do I overcome this?

Size, in Mail and indeed everywhere, refers to the dimensions of the photograph - that it, length by breadth measured in pixels.
What you need to do is select the Raw in Photos and go
File -> Export -> Export Unmodified Original
Save that and attach it to the email.
