Photo Library

I can't find my System Photo Library. When I try to turn on icloud it says "iCloud features for photos are only available in the System Photo Library."

But whenever I try to switch Libraries, I'm not offered anything other than Photos, Memories, People, Places, Recents and Imports.

This happened some months ago with an update.
