Cannot reset screen time passcode

When attempting to change my forgotten screen time passcode by clicking on the “forgot your passcode” option. I then put in my correct Apple ID and passcode it does not reset.

I’ve tried this several times and I get a screen that says: “change screen time passcode” but I am unable to change it.

I attempt to put in a new passcode but am unable, under that form is the “14 failed attempts” & “try again in 60 minutes”

any suggestions?
