if you are referring to purchasing iCloud storage, that does not expand the capacity of your iPhone.

What's the difference between device storage and iCloud storage? - Apple Support

You can use that storage to help free up space on your iPhone, but it doesn't set itself up..

If you check your storage in Settings > General > iPhone Storage, what's taking up all your space?

While you're in the area, why don't you let us know what model your iPhone is and what iOS you are running..

Settings > General > About

If photos are the item taking up most of your storage space:

Set up and use iCloud Photos - Apple Support

in particular, note the section that tells you to turn on Optimize Storage

You should also understand that you cannot delete pictures from your device and expect them to remain in iCloud
