iCloud storage says full

My iCloud Drive on my iPhone 7 says that I have 29.Gb of documents. I follow the path to documents to see what is there and it says there are no documents in this folder. My iPad and MacBook that I use this same Apple ID on all say the same thing. I would like to be able to choose which documents to delete but I don't seem to get the choice.

If I have to buy more storage I will, but I truly don't think it is that full.
