Why is my iPad devoting space to store photos when I already have iPad photos on cloud enabled?

That's how iCloud works and was designed, i.e. it stores your data in the cloud whilst also storing your data on your device albeit a smaller footprint - https://support.apple.com/en-us/HT206504
