How to use Internet Recovery to reinstall macOS

i have started this and the spinning globe has finished but just have the Apple log showing. I am waiting to see the relevant utilities menu...been 15 mins at least so how long would it take. Am I waiting for nothing as it just hasn’t worked or will it take a long, long time?
