Hi my name is Felipe Santana, recently I found an iwatch and i have waited for it’s original owner but no response, so I would like to find out if there is a way to set up the watch for myself or to perhaps return it to it’s original owner.

There is no way that Apple will release the Activation Lock, or help you find the original owner. The best you can do is turn it into the nearest lost/found service.
