How do you explain that I can click on the link you provided and get through to the App Store
while using Safari, as does everyone else. I think you need to look at your system and see if you
are using any VPN software that could be blocking you or perhaps any AV software that might
interfere with your access to different sites.
Your next question seems to be directed to Apple, Apple is not here just users like yourself.
Many people think the way of downloading the Install apps for OS's like High Sierra, Mojave, Catalina
and Big Sur where the Installer app is downloaded directly to the Applications folder is preferable to
the downloads of Yosemite, El Capitan and Sierra, where there is a three stage process before you get to
the installer app. Even Apples instructions for this process are badly worded and catch a lot of people out.
Keep trying with Safari, as I say check if you are running any software that might interfere with the connection
to the App Store. You can quite clearly see that it works from my screenshot.
What version of macOS are you using? Does it work for you because you've already installed it previously? I doubt anything's blocking it, although I did check the preferences in Safari and made sure it was giving the site permissions to open popups. It made no difference.
Got home tonight and was going to start investigating what might be blocking the link. I thought I'd try the link once more before I messed with anything. It worked immediately. Didn't even have to reboot. Go figure.

Which Mac and version of macOS are you on?
As I said, I’m using Safari and the page redirects to nothing. Just blank. Why not have a direct download like there is for Sierra? That works immediately.
Running Catalina and Safari Version 14.0.1 with Ad and Stuff Blocker. The link you provided works fine. Safari opens a Tab showing " redirect " and opens Apple Apps Store to the download.
Anyone get it to work with Sierra?
If you haven't done so already, try restarting your Mac.
Can connect and download using Mac OS X El Capitan, macOS Sierra, macOS High Sierra and macOS Mojave.
