Downloading pictures from iCloud to my iphone

How do I retrieve pictures that i have removed from my device but they are still in my iCloud?

Combining photo libraries I have a 40k Icloud photo library which I am currently restoring to my new M2 macbook air. I also have 30k photos stored on the internal HD of my iphone14 including 00's of photos taken on my new phone which are not in the macbook library. What is the best way of combining both libaries without duplicates?

Are you certain the photos are still in iCloud because once you remove photos from a device, they will subsequently be removed on all other devices and iCloud.
