Reset old ipad (a1395 - ipad 2)
I wanted to set up an old ipad 2 for my relative. I'm stuck on the activation lock screen. I cannot get information or action from the previous owner, who is deceased. Am I out of luck?

You are outta luck, overall, with this nearly 10-year old, 2011 iPad 2nd generation.
Apple ended support for 8-10 year old iPads, at least, over 3 years, ago.
Virtually, all third party iOS app developers ended/stopped/abandoned supporting these old iPads over two years, ago.
There are virtually, NO MORE older iOS 9 or 10 compatible apps available from the Apple iOS App Store, any longer.
If you completely reset that old iPad, that iPad will still be a nearly useless device, now.
You will NO LONGER be able to download any apps for that old an iPad.
Also, the default iOS Safari Web browser has not received a single update in over 4-years and is no longer safe nor secure to use on the Internet, any longer!
Simply put, your 2nd gen iPad is too old and obsolete now.
Sorry, but this is the reality for all 8-11-year old iOS devices, now!
If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much, MUCH “newer” , used iPad model capable of running the latest iPadOS versions.
There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.
A lot has happened with iPad and iOS in the nearly last 10-years.

If the deceased is a family member, see this, How to request access to a deceased family member's Apple accounts - Apple Support if not and you cannot contact anyone in the family that may know it, you are out of luck.
Thanks. I was planning to give this to a person for the FaceTime capability and who isn't really into apps. Not surprised it's no longer supported by anyone, as I knew that Apple is ending its support for the last two states in March 2021. Thanks for the info!
