2. Next, verify if you can access other Apple services such as the App or iTunes Stores: If you can't connect to the App Store, iTunes Store, or other Apple services - Apple Support
3. If there are no outages and other services work, please check for billing issues using this article: If your payment method is declined in the App Store or iTunes Store - Apple Support
4. Next, check the troubleshooting here: If songs are missing from your music library after you turn on Sync Library - Apple Support
5. If you still have issues, it's possible the issue is cause by wireless the network you are connected to. I recommend trying while connected to a different wireless network. You can also try by turning off Wi-Fi and testing only with your cellular connection (if possible.)
- To turn Wi-Fi off and use your cellular connection, go to Settings > Wi-Fi, and turn the slider off. Be aware that this will use your cellular data until you turn Wi-Fi back on.
