The next thing we recommend doing is restoring your iPhone using a computer. This is different from the reset you did from the Settings app since it reinstalls the iOS rather than only erasing your data. Since this restore still erases everything, you'll want to make sure you have a recent backup: How to back up your iPhone, iPad, and iPod touch.
To complete the restore follow these steps: Restore your iPhone, iPad, or iPod to factory settings. After your iPhone is restored you will be given options to then restore all of your data from a backup. Choose not to restore the data for now and set up your iPhone like new. Once it's set up test out your Camera app. Testing it without your backup helps determine if this is a software or hardware issue. Restore your backup after testing it out, and then test out Camera once more: Restore your iPhone, iPad, or iPod touch from a backup.
If you didn't experience the same thing when testing your iPhone after it was set up as new, but then did once you restored your backup, it's possible your backup may be corrupted. If you experienced the same thing with your iPhone set up as new without your backup, the next best step would be to have your iPhone serviced. Service options vary depending on your location.
