I am looking to trade in my iPhone XR, but Face ID is not working. I have tried restarting the device, cleaning the TrueDepth camera, updating to the latest version of iOS, etc. I believe that the problem may have to do with water damage. My question is, should I get it repaired before I attempt to trade it in? The device is under AppleCare+ until December 20th.

If the phone has been water damaged, it will have no trade value at all. Once it is evaluated, if the moisture sensor in the phone has been tripped, they won't give you anything for the phone. Water damage is irreparable. Instead, Apple will sell you an out of warranty replacement for a water damaged phone.
