How to reset when NOTHING works?

Please help. I was trying to charge my phone with my computer but something happen and now my phone have a frozen message that says "Allow this device to access photos and videos?".  I can still see all the texts and calls coming in the back but none of the button respond. Also if I try to use the volume up, volume down and sleep/wake button but it doesn't let me swipe. To make things worst I cant access Itunes because when trying to log in it sends the code to my phone but because I cannot access my texts I am not able to get the code either.  HELP!

That's SOS ( Use Emergency SOS on your iPhone - Apple Support ) and only supposed to happen if you hold the side button and volume buttons at the same time.

Instead, quickly press Volume Up and release > immediately press Volume Down and release > quickly press the side button only and keep holding it on its own until the Apple logo appears.

If SOS auto enables again doing this, is there any physical or liquid damage to the phone?
