How can I use Apple Pay for App Store purchases?

I like Apple Pay, I reckon that using my face for security is good practice. So I do as many purchases as possible with Apple Pay.

I do not like using credit cards. The security of the long number plus the three digit code is not very good and i did once have this filched. (Fortunately the credit card company reimbursed all the money lost.)

So I would like to use ApplePay for my App Store purchases. My iPhone allows me to specify Apple Pay for purchases by my Apple ID. But when I come to make any purchases on App Store, there is no facility to use Apple Pay at all. What's the problem? Doesn't Apple like Apple Pay?

I live in England, if this is relevant to the problem.

iPhone 11 Pro, iOS 14

To use Pay for app purchases you must first setup Pay as your payment method in your account details.

There is also this for Europe;
