It sounds like you're unable to transfer your data from one iPad to another. We'd like to help you get this working.
Check to see if your old iPad is running a newer iPadOS version than your new iPad. You can check this in Settings > General > About. Update your devices is updates are available: Update your iPhone, iPad, or iPod touch. Try transferring your data again after they are updated.
If you are transferring wirelessly using device-to-device migration, remove any case you have on either iPad, make sure both devices are at least 50% charged, and keep both of them near each other during the migration process.
