I'm still at Mojave (will upgrade to Catalina at some point) and looking to purchase FCP. I see the requirement says 10.15.6 now. If I purchase, would I still be offered the last version that was compatible with Mojave? Or is that no longer the case?

That is still the case. The problem is the App Store won’t let you purchase it on your system. You will need to find another system to do it for you, or install the Catalina or Big Sur OS on an external drive.
If you have a spare hard drive, download Big Sur (free download) and install it on the spare drive. Then boot the Mac off the spare drive and buy FCP from the App Store. Then reboot the Mac in Mojave go back to the App Store and click on your user ID in the lower left. Then you can download the version of FCP that works on Mojave.
I was afraid of that. I do plan to upgrade to Catalina (just have to budget the time). I was hoping it would still allow me to purchase on the Mojave system...
