Xcode 12.3 will not download in AppStore

Apparently there was a new release of Xcode as I received a notification in the AppStore app. Indeed the Xcode icon was there and so I clicked on it. Not a thing has happened for 12 hours. I've rebooted, start/stopped the app and the icon remains stuck (the circle is there, but not started). What to do?

What Mac OS are you using?

The App Store says Xcode requires Mac OS 10.15.4

If you don't meet the system requirements it won't download
