The update, already downloaded, cannot install. This update file may be damaged/corrupted. You need to delete the update package - and then download a fresh copy of the update.
To delete the failed update from your iPad:
Settings > General > iPad Storage
Scroll down the list of Apps until you find the Apple Update, tap, then select Delete Update.
After deleting the update, a forced-restart of the iPad is recommended:

After restarting, you can reattempt the update:
Settings > General > Software Update

I’m having the same problem. It’s been literally 3 days I’m trying to update to my iPad iOS 14.3 software and still no luck. My connection is great and still it’s so slow. Please guide me through this procedure. I tried almost everything reading the articles.
Me too. Same issue except I’m stuck because I just got this ipad tonight from the store and I’ve chosen to use my latest backup to restore it from the ipad pro I had that broke. Now I’m in a never ending loop of trying to download this stupid update before I can even access my Ipad.

How good could update be if it won’t install? Many workarounds, many failures, just to try and install it. Get a Mac, use iTunes, add iTunes to PC, top button plus wake button. It’s been saying 6 minutes for the past hour. Try again, hours of aggravation...no luck. Guess Apple products aren’t simple to use any longer.
Now it is continuing on with Preparing Update message. At least message changed. No time estimation, but that’s good since a minute on the Apple estimator is an indeterminate period of time. All things are relative in Apple World. Hopefully by morning it will have completed and my iPad still works.
Let’s hope somewhere Apple develops a cancellation feature that works or simply foresight that volume can crush their servers, how many do they have, and do a rolling release to all the users over a time period.
Says it’s done. 5.5 hours. Let’s hope it hasn’t corrupted anything, time will tell. Hope 14.4 doesn’t come out for months. Apple should write a fix that lets user halt download safely and easily.
Maybe Apple can roll out in user segments based on the Apple ID data file so their servers aren’t overwhelmed, or get more servers. It’s a strange world when Apple starts to mimic Microsoft’s issues. Software needing continuous performance updates and fixes for aged problems left unresolved.

Ted Han's solution worked for me! I was stuck on iPadOS 13.7 with 14.3 available but refusing to install. My MacBook Pro is running Big Sur so there were no problems, it just took a good while to complete.
I have this problem with my wife’s work iPad Air2, and I don’t have access to a Mac. Tried bow for days, no luck! I’ve updated my iPad 9.7 at the same time so obviously not the server busy as mine worked. Has anyone got alternative solution to using a Mac ???
Really concerned: This didn’t load properly on my Mac. I am now unable to click on anything with my mouse, and my keyboard is now unresponsive. So, I seem to be unable to do anything. I get this screen and that’s it!
I am wondering if the problems reside in the fact that 14.3 was not a 'usual automatic update' I had to manually ask for it for my iphone. Friends were saying " I have it on automatic updates and it says it is up to date. But it wasn't.

I tried to do 14.3 iOS update on iPhone XS & my phone froze on “verify” . Had to reset the phone. Are there issues with the 14.3 update?

Not really.
Same to mine iPad Pro trying every day it goes for hours ‘preparing’ ‘download’ but finally nothing!! It’s worthless to try!!
