I have been using a 10 yr old Mac with recent updated software ios 10.12.6. Does this mean that I can not any photos?

I have been using a mac mini, about 10yrs old, with updated software 10.12.6. Apparently I can no longer edit any photos saved. I cannot upgrade to a higher level of software. Is there any way to edit the photos which are saved as recently as a few days ago?? Editing the photos as saved on the original iphone 11 camera are impractical.

Mac mini, macOS 10.12

Apple started using high efficiency formats with the latest model iOS devices. Your Mac probably pre-dates all that.

Though capturing in HEIF and HEVC format is recommended, you can set these devices to capture media using the older formats, which are more broadly compatible with other devices and operating systems:

Go to Settings > Camera.

Tap Formats.

Tap Most Compatible. This setting is available only on devices that can capture media in HEIF or HEVC format, and only when using iOS 11 or later.
