That is what a Windows British keyboard layout does. You should be able to fix it by going into Windows 10 and changing the keyboard layout so that it is set to US and not to UK or British.

Yes still not good but I seen this on community previous and fixed the issue but Windows 10 died after Big Sur had to remove Windows 10 and reinstall.,

If you are pressing Shift 2 for @ and " comes up, then your Windows is set to the British keyboard mapping. Set it to US instead.
If you are pressing something other than Shift 2 for @, tell us what exactly. There are lots of different keyboards in the world.

Look in the back of the Keyboard. What is the model number? Keyboards also have language/region specific keys.
