That is what a Windows British keyboard layout does. You should be able to fix it by going into Windows 10 and changing the keyboard layout so that it is set to US and not to UK or British.

If you are pressing Shift 2 for @ and " comes up, then your Windows is set to the British keyboard mapping. Set it to US instead.

If you are pressing something other than Shift 2 for @, tell us what exactly. There are lots of different keyboards in the world.

Apple makes lots of different keyboards. You need to tell me which key exactly you a pressing when you try to make @. Is that a problem for some reason?

Look in the back of the Keyboard. What is the model number? Keyboards also have language/region specific keys.
