I have 2 questions regarding the iCloud Backup.
first, if I buy a game or app, such as Minecraft, then stop it from backing up, then I reset the iPhone, will the payment still remembered on the device?
and second, if I make a payment, is there a way I can make a new iCloud account and back up all my information including payments to that account?

Yes, your purchased apps are remembered even if you restore your phone. For those apps, you'll see an icon that looks like a cloud with a down arrow, which means "just download it, I've already paid for it".
There is no need for a 2nd iCloud account. You can view all your purchases. Open Settings, tap your name, tap Media & Purchases. tap View Account and then tap Purchase History.

What payment are you referring to? Payment within the app?

Not following the logic in creating a new Apple ID.
