Blocked number not on blocked list

It sounds like the issue is occurring with messages rather than phone calls. It's likely going to show the same results, but let's see if the number is blocked under the Messages settings too; Settings > Messages > Blocked Contacts.

If you're not seeing the number listed there either to unblock it, let's see if you've filtered those messages out in Messages instead. Check if you have Filter Unknown Senders enabled under Settings > Messages. If it's not enabled, go ahead and enable it: Block, filter, and report messages on iPhone. Then, open the Messages app, tap Filters in the upper-left corner, then see if you can locate that number within the Known or Unknown Senders folders.

Just to confirm, what steps did you take to block that number previously? Did you use the steps outlined on the following page, did you use a third-party application, or something else? Block phone numbers, contacts, and emails on your iPhone, iPad, or iPod touch

If you used the steps in the above link to block that number, and the number is not showing in your Blocked Contacts list, it sounds like the number is not currently blocked.

Are you viewing the Blocked Contacts list by going to Settings > Phone > Blocked Contacts? If so, the list of blocked numbers should appear there. "To unblock a phone number, contact, or email address, swipe left over the entry, then tap Unblock."
