When I access the Utilities recover terminal (Command+R at restart) and attempt
to execute csrutil disable, I receive a message from the bash shell prompt indicating that
the program does not exist. But when I boot to normal operation mode, the terminal
returns enabled when I check csrutil status. I am attempting to install 3rd party software
from ASIX electronics for enabling a Ethernet to USB 3.0 dongle.

The operating system in Big Sur is now on a code-signed, read-only partition, which disabling SIP, if you can, will do you no good, as you still won't have write permission into it.
You may need to use the full path to the command, but I'm not certain (and I don't know the path).
If it requires you to disable SIP to install, then it is likely incompatible with Big Sur. There should be no reason to disable SIP to install a system modification. The only reason it is asking you to do that is to install in a location that is now on the read-only volume.
