Resetting password but no user accounts listed

Resetting password but no user accounts listed. I went into recovery mode, and selected terminal. When the terminal window opened, I typed ‘resetpassword’ and pressed the return key. The reset password window opened and said to set a password for each user on your Mac, but there are no accounts listed. So there are no accounts to select and no way to continue.

where do I go from here?
